Combine crust ingredients together to form dough. Roll out to approximately ½ inch thick. Cut into 4 equal pieces
Place one sliced apple in the center of each dough portion. Pull dough around apple and press dough edges together to seal.
Place dumplings in an 8 x 8" baking dish prepared with cooking spray. Set aside.
In a medium saucepan over medium-high heat, bring sugar, water, cinnamon, and nutmeg to a boil. Allow to boil for 2 minutes. Immediately pour over apple dumplings.
Bake dumplings uncovered at 375° F for 35 minutes.
